The Vampire Council is currently situated in France and comprised of all the Sourde De Sangs of the current vampire bloodlines. The Council is the be all and end all of who is control of the various districts. The Council does not tend to get involved in the night to night running of the cities; only moving during the most extreme cases. As such, they are often only mentioned in passing.

Vampires that are so feared that even centuries-old vampires refuse to mention their names. The Harlequin obey a strict set of rules when it comes to existance. They uphold the laws and the decrees of the Vampire Council. Originally formed by the Queen of Darkness, they are all powerful Master level vampires. They are the police, the spies, the assasins; the veritible boogeymen of the Vampire world. They owe no ties to anyone save themselves and the Council itself but they have no ties to any one vampire bloodline. There are a variety of customs associated with the internal workings of the Harlequin group, all decreed by the Mother of Darkness before she went to sleep, and to speak of these to others is considered Taboo.
No vampire is permitted to speak the name of the Harlequin save for when they have been contacted by the Harlequin. Even then, there is still a strict method of doing so. All of the Harlequin wear masks and none know who each other was before becoming a member of the Harlequin. By removing their mask, they break a bit of the secrecy and anonyity that the group has built up over the thousands of years since their beginning.
